This is Refiner’s third Estonian Human Development Report. Our editors and translators also contributed to the preparation of the 2019/2020 and 2023 reports. The 2026 report marks another step forward in our partnership with the Estonian Cooperation Assembly, a client that shares our commitment to clear and inclusive communication. Together, we aim to make complex topics and difficult policy questions accessible to both decision-makers and the wider public, encouraging informed discussion.

We were honoured when our copy-editing work on the 2020 Estonian Human Development Report received the Estonian Clear Message Award. Building on that experience, we are committed to delivering the same level of care and clarity with the 2026 report.

The 2026 Estonian Human Development Report takes a closer look at the strengths and shortcomings of Estonia’s education system and asks: Where do we go from here? The report is edited by Eneli Kindsiko, associate professor at the University of Tartu and expert at the Foresight Centre, and features contributions from researchers, policymakers and practitioners working across Estonia’s education landscape.

Editor-in-chief Eneli Kindsiko lays out some of the key questions at the heart of the report:

“Does today’s classroom meet society’s needs and prepare young people for its challenges? To respond to a changing society, we must lift some weight off education’s shoulders. We need to ask ourselves some serious questions: What knowledge and skills must a modern school teach? What does the Estonia of the future need?”  Source: Estonian Foresight Centre

We are grateful to the Estonian Cooperation Assembly and everyone involved in bringing this project to life. With the 2026 report, we are proud to support discussion on a topic that touches everyone, helping ideas reach wider audiences and encouraging open dialogue.
